Public Accountability Review Framework

The Bangladesh Government & Ministry Failure Review is a public-interest review initiative established to examine how government ministries, departments, public institutions, and related authorities respond when citizens, nonprofit organizations, humanitarian groups, foreign organizations, or affected individuals submit complaints, requests for assistance, reports of misconduct, or concerns involving public services.

This review framework does not presume guilt or wrongdoing. Its purpose is to evaluate whether institutions fulfilled their responsibilities in a transparent, professional, accountable, and service-oriented manner.

Review Areas 1–5

The review examines the following key areas:

  • Complaint Receipt — Was the complaint formally received, acknowledged, and entered into the appropriate administrative process?
  • Response Timeliness — Did the responsible ministry, agency, or department respond within a reasonable and appropriate timeframe?
  • Victim Communication — Were affected individuals, families, organizations, or complainants contacted respectfully and kept informed regarding their concerns?
  • Inter-Ministry Coordination — Did ministries and departments coordinate effectively when the matter required cooperation between multiple agencies?
  • Transparency — Were explanations, updates, decisions, and procedural actions communicated clearly and transparently?

Review Areas 6–11

  • Accountability Measures — Were responsible officials, departments, or decision-makers identified when failures occurred, and were corrective measures considered?
  • Investigation Support — Were concerns referred to the proper authorities for review, assessment, investigation, or appropriate action?
  • Public Service Duty — Did public institutions fulfill their obligation to serve the public fairly, professionally, and responsibly?
  • Foreign Organization Treatment — Were foreign nonprofit organizations, humanitarian initiatives, and international stakeholders treated professionally, lawfully, and without discrimination?
  • Resolution Efforts — Were meaningful efforts made to resolve the matter, reduce harm, and restore confidence in public institutions?
  • International NGO & Humanitarian Organization Treatment — Were foreign nonprofit organizations, humanitarian initiatives, NGO representatives, and international partners treated fairly, professionally, lawfully, and without discrimination while serving the people of Bangladesh?

International NGO & Humanitarian Organization Treatment

This review also examines how foreign nonprofit organizations, humanitarian initiatives, NGO representatives, and international partners were treated while serving the people of Bangladesh.

  • Whether NGO representatives were treated with professionalism and respect.
  • Whether legitimate humanitarian concerns were acknowledged.
  • Whether foreign nonprofit organizations received equal access to government processes.
  • Whether requests for assistance were reviewed fairly.
  • Whether organizations experienced unnecessary delays or unequal treatment.
  • Whether communications were handled professionally and transparently.
  • Whether humanitarian efforts were supported, obstructed, or ignored.
  • Whether organizations were protected from retaliation, intimidation, discrimination, or administrative misconduct.
  • Whether government institutions fulfilled their responsibilities when concerns were reported by foreign NGOs.
  • Whether the head of an organization was treated fairly regardless of nationality, ethnicity, religion, or country of origin.

Core Review Questions

Every case reviewed under this framework asks:

  • Did the institution listen?
  • Did the institution respond?
  • Did the institution investigate?
  • Did the institution follow up?
  • Did the institution assist those affected?
  • Did the institution take appropriate action?

Institutional Purpose

Strong institutions are built through accountability, transparency, professionalism, responsiveness, and public trust.

When concerns are acknowledged, reviewed, investigated, and addressed appropriately, confidence in public institutions is strengthened and governments become more effective in serving the people.
