Center Overview

The SGACIF Global Corruption Warning Center serves as an international public-awareness initiative dedicated to identifying, documenting, and publishing significant governance, transparency, accountability, institutional integrity, discrimination, public trust, safety, and corruption-related concerns that may be of international public interest.

The purpose of this center is to promote awareness, encourage transparency, support informed decision-making, and help protect individuals, nonprofits, humanitarian organizations, educational institutions, businesses, investors, and international stakeholders from governance and integrity-related risks.

Public-Interest Purpose

The Center seeks to ensure that governments, institutions, donors, development agencies, charitable organizations, and international partners are able to better understand the environments in which they operate and the potential challenges that may affect the intended use of resources, humanitarian assistance, public programs, investments, or development initiatives.

SGACIF believes that transparency and accountability are essential safeguards to help ensure that resources intended to improve lives are used for their intended purpose and benefit the communities they are meant to serve.

Documentation & Awareness Platform

The Center also seeks to support individuals, organizations, nonprofits, and communities that believe they have experienced institutional discrimination, unfair treatment, abuse of authority, governance failures, or integrity-related concerns by providing a platform for documentation, awareness, and public-interest review.

Our Mission

The Global Corruption Warning Center was established to:

Promote integrity and accountability worldwide.
Increase public awareness of significant governance concerns.
Highlight patterns of institutional misconduct where supported by available information.
Encourage transparency and responsible reform.
Assist organizations, donors, investors, and stakeholders in making informed decisions.
Support public-interest reporting and integrity education.
Provide a platform through which concerns relating to governance, accountability, discrimination, transparency, safety, and institutional conduct may be documented and reviewed.
Encourage responsible engagement between governments, institutions, citizens, and the international community.

Warning Status Levels

Level 1 – Observation Notice: A matter has been brought to the attention of SGACIF and is being monitored.

Level 2 – Enhanced Monitoring: Multiple concerns, complaints, submissions, or reports have been received.

Level 3 – Integrity Concern Notice: Information suggests significant concerns may exist requiring heightened review and observation.

Level 4 – Public Interest Advisory: SGACIF determines that publication of a public-interest advisory may be appropriate to increase awareness among affected parties and interested observers.

Level 5 – Global Integrity Warning: Reserved for exceptional situations involving extensive allegations, documented concerns, repeated institutional failures, public-safety concerns, significant governance concerns, or matters of substantial international public interest.

Possible Actions Following a Global Integrity Warning

Depending upon the circumstances and available information, SGACIF may:

Publish public-interest reports.
Issue integrity advisories.
Publish educational awareness articles.
Release governance observations.
Conduct independent review and research.
Engage in public-awareness initiatives.
Publish updates regarding developments.
Share publicly available reports with interested organizations, researchers, journalists, academics, and institutions.
Encourage affected individuals or organizations to seek assistance from qualified legal counsel, regulatory authorities, oversight bodies, law-enforcement agencies, or other competent authorities where appropriate.

Current Priority Review: Bangladesh

The Republic of Bangladesh has been designated as the first Priority Review jurisdiction under the SGACIF Global Integrity Review Program.

This review was initiated following complaints, public-interest submissions, requests for review, and concerns relating to allegations involving institutional conduct, governance concerns, transparency issues, accountability concerns, safety concerns involving personnel and organizational representatives, and matters relating to the treatment of foreign nonprofit initiatives operating within the country.

The review remains ongoing. No final conclusions have been reached. Additional information may be published as the review develops and additional information becomes available.

Global Awareness Program

As part of its public-interest mission, SGACIF may publish international press releases, integrity reports, governance reviews, public advisories, educational publications, country observations, research summaries, and public-awareness campaigns.

The purpose of these activities is educational, informational, and awareness-based and is intended to encourage transparency, accountability, integrity, public trust, and constructive reform.

The Global Corruption Warning Center does not issue criminal findings, judicial determinations, legal conclusions, government sanctions, or official enforcement actions.

All warnings, advisories, observations, reviews, reports, and publications are educational and informational in nature and are intended to promote transparency, accountability, integrity, public awareness, and informed decision-making.

Information may be updated, expanded, amended, supplemented, or withdrawn as additional information becomes available.
