Review Overview

This section of the Bangladesh Integrity Review examines the response, conduct, investigative actions, communication, and overall case management of the Bangladesh Police, the officers assigned to the matter, and the Police Bureau of Investigation (PBI).

The purpose of this review is not to determine guilt or innocence, nor to make accusations against any individual officer, department, or institution. Rather, it seeks to evaluate whether the case was handled professionally, fairly, thoroughly, and in accordance with accepted policing principles, investigative standards, public-service obligations, and internationally recognized expectations of law-enforcement conduct.

This review examines whether the matter progressed appropriately from complaint receipt through final outcome and whether all reasonable investigative steps were taken to establish the facts.

  • Whether investigators acted within a reasonable timeframe.
  • Whether all available evidence was reviewed and considered.
  • Whether witnesses were contacted, interviewed, and treated appropriately.

  • Whether the final outcome was supported by the evidence and investigation.
  • Whether public trust, accountability, and procedural fairness were maintained throughout the process.

Complaint Receipt & Case Management

  • Was the complaint formally received and acknowledged?
  • Was the complaint assigned appropriately?
  • Were follow-up requests recorded and reviewed?
  • Was the matter managed responsibly from beginning to end?
  • Were concerns escalated appropriately when additional information was provided?

Timeliness of Response

  • Was the investigation initiated within a reasonable timeframe?
  • Were important investigative actions taken without unnecessary delay?
  • Were complainants provided with updates regarding the status of the case?
  • Was the overall duration of the investigation reasonable under the circumstances?

Victim Treatment & Communication

  • Was the victim treated with professionalism, dignity, and respect?
  • Were concerns taken seriously?
  • Were communications answered appropriately?
  • Were requests for clarification and assistance addressed?
  • Was the complainant kept informed regarding developments in the case?
  • Did investigators demonstrate a commitment to helping affected individuals understand the process?

Witness Review & Evidence Review

  • Were witnesses identified, contacted, treated fairly, and given proper consideration?
  • Were witness statements collected and reviewed?
  • Were all submitted documents, written communications, photographs, videos, audio recordings, voice messages, digital communications, electronic evidence, and supporting materials examined?
  • Was all available evidence considered before decisions were made?

Investigation Quality

  • Was the investigation thorough, objective, and impartial?
  • Were relevant leads pursued?
  • Were inconsistencies and disputed facts examined fairly?
  • Were reasonable investigative steps taken to establish the facts?
  • Did investigators seek to determine the complete circumstances of the matter?

Police & PBI Professional Responsibility

  • Did the assigned officers fulfill their responsibilities appropriately?
  • Did supervising officers exercise adequate oversight?
  • Did PBI perform its duties in accordance with accepted investigative standards?
  • Were decisions supported by documented investigative activity?
  • Were concerns reviewed objectively and professionally?
  • Did the investigation reflect accountability, competence, and integrity?

Communications & Follow-Up Review

This review also considers the extent of communications made by the complainant and affected parties throughout the process, including whether authorities were provided with sufficient opportunities to review concerns and respond appropriately through:

  • Formal letters
  • Emails
  • Online complaint submissions
  • Telephone communications
  • In-person meetings
  • Follow-up requests
  • Communications with investigating officers, supervisory officers, police leadership, and relevant government authorities

Particular attention is given to whether authorities appropriately responded after repeated efforts were made to seek assistance, provide evidence, submit witness information, and request investigative action.

  • Did investigators review the evidence, videos, recordings, documents, and communications?
  • Did they speak with the witnesses?
  • Did they communicate with the complainant?
  • Did they investigate thoroughly and act when action was warranted?
  • Did they follow accepted investigative procedures?
  • Was the case handled fairly and was the final outcome supported by the evidence?
  • Did the process meet the standards expected of modern professional law-enforcement institutions?
